A man has been booked for allegedly killing a rat after tying it to a brick and then drowning it in a drain in UP’s Budaun. The accused, Manoj Kumar, has been booked under relevant sections of the Prevention of Cruelty to Animals Act along with IPC 429. The incident took place on Thursday.
