NEW DELHI: Soon the enforcement agencies can see the status of the PUC certificate of your vehicles and the details of emission anywhere in the country. The road transport ministry on Monday notified the uniform format for all PUC certificates with QR code and this database will be linked with the online National Register. This will also help agencies detect any fake PUC certificate.
The QR code will contain all information about vehicle and emission level of the vehicle at the time of testing. According to the notification, linking the owner’s mobile phone number to the PUC certificate has been made mandatory. They will get SMS alerts for validation and fees, which means system generated SMS will be sent to the registered mobile no of the owner before getting the PUC done.
This will also put a check on the theft of vehicles as such cases can be detected when vehicles are taken to the testing centres for obtaining a PUC certificate.
The QR code printed on a PUC certificate will have complete details of the PUC centre, vehicle owner name and the status of emission. The new certificate will have the vehicle owner’s name, mobile number, address, engine number and chassis number; however, only the last four digits will be visible and other digits will be masked to prevent any misuse.
For the first time, the concept of “rejection slip” is being introduced for vehicles failing in the pollution control test. A common format of rejection slip will be provided to vehicle owners if the test result value is more than the maximum permissible value, as mandated in the emission norms, the ministry said.
The slip can be used to get the vehicle serviced, if the PUC centre device is not working when tested at another centre.
The notification says if an enforcement officer has reason to believe that a vehicle is not complying with the provisions for the emission standards, they may communicate in writing or through electronic modes to direct the driver or the person in-charge of the vehicle to take it for conducting the test to any one of the authorised PUC testing stations.
If the driver or person in-charge of the vehicle fails to submit the vehicle for compliance, the owner shall be liable for penalty as per the provisions of Motor Vehicle Act, which can be up to three months jail or with up to Rs 10,000 fine and disqualification to hold a driving licence for three months
