The stomach-churning 30-second clip was shared in an online chat room and features a group of Jihadis chanting “Mujahideen” as they joyously parade the man’s head around.

Six of the men were holding rifles and another was clutching two bloodied knives.

The victim is believed to be an an Afghan solider. as his uniform is dark green and similar to that given to the national army by the US.

The depraved footage emerged on Saturday as a Taliban spokesman claimed that they were not violent and insisted women would have basic rights.

He also claimed the new government was “building a welfare state”.

The man in the footage with the two bloodied knives puts them in the air as they chant Mujahideen – an Arabic term which refers to Muslims who fight on behalf of the faith or the Muslim community.

They then start shouting praise for the Taliban’s supreme leader Hibatullah Akhundzada.

At the end of footage the Taliban fighters say they must shoot the Afghan soldier because “he has to look shot”.

The video was shared in an online chatroom

Suhail Shaheen, the Taliban spokesman, told BBC today that they had changed significantly from the bloodthirsty Islamists of the early 2000s.

He said: “We are the people of Afghanistan.

“Many of us were doing the jihad, the resistance, against then Soviet union and now the 20 year occupation by the US and allies.”

“Now, we are focusing on lifting the lives of our people, the construction of Afghanistan, creating jobs for our people, building a welfare state,’ he continued.

“If I compare it to the past, we had a domestic war, fighting. But now we are focusing more on our economic activities, on creating jobs, expanding education, other needs of the people.”

In response to the violence displayed by the Taliban, he said: “Violence is not the official policy.

“If everyone wants to have a demonstration they should get permission from the minister interior and state the demonstration will take place.

“With no freedom of speech we go into a dictatorship which is against the rules of Islam.

“But we do not want a chaotic situation to be brought and we had some ISIS people posing at demonstrations trying to get into the presidential palace and explode themselves.”

The beheading footage has come to light just days after Taliban militants executed Rohullah Azizi, the brother of Amrullah Saleh – one of the Afghan resistance fighters’ leaders.

Mr Saleh, the former Afghan vice president, became one of the leaders of anti-Taliban opposition forces in the Panjshir valley.

Ebadullah Saleh told Reuters in a text: “They executed my uncle

“They killed him yesterday and would not let us bury him. They kept saying his body should rot.”
