The order will effectively prohibit new investment, trade, and financing by US persons to the so-called “Donetsk and Luhansk People’s Republic”. Russia President Vladimir Putin extended recognition to the self-proclaimed “Donetsk People’s Republic” and “Luhansk People’s Republic”.
