PMC to appoint expert technical consultant for maintenance of roads

Under criticism for the condition of city roads leading to inconvenience among citizens during monsoon, the Pune Municipal Corporation (PMC) has decided to appoint an expert technical consultant to prepare maintenance management reports of all roads in the city by conducting visual distress surveys and making necessary recommendations.

The PMC, through Pune Smart City Development Corporation Limited (PSCDCL), has collected road inventory data under the Road Asset Management System (RAMS) project for the city in 2017-2018. “The PMC plans to use data from the RAMS project of Pune city for preparation of maintenance management report for road network. It has been decided to update the road data by conducting annual automated surveys and appointing an expert technical consultant to carry out road inspection and prepare maintenance management recommendation report of road works,” said a civic officer.

In phase one of the exercise, immediate visual inspection would be carried out for the proposed roads of PMC and structural evaluation would be conducted for the selected and identified roads for finalisation of treatment measures.

Functional evaluation would be carried out by conducting roughness survey for the roads in accordance to relevant IRC (Indian Road Congress) standards. “The PMC will carry out inspection of all roads with a width above 12 meter in city limits. The parameters will include details about pothole areas, pothole depth, cracking area, bleeding area, shoving area, pavement conditions, patchwork, footpath damage location and details, cycle track damage location and details along with chamber damage details,” the official said.

The Phase one work is expected to be completed in a year.

In Phase two, the PMC would update RAMS data, which has not been carried out since 2018. The exercise will also include GIS mapping of roads and the data would be updated every year.

It will include 17 parameters for distress data, 56 parameters for road inventory data, seven parameters for bridge inventory data, four parameters for culvert inventory, details junction, island, bus shelters, BRT corridor and street furniture.
