NEW DELHI: The department of personnel and training has approved the mass promotion of 1,592 assistant section officers (ASOs) to the post of section officers on an ad-hoc basis, with immediate effect.
Announcing this here on Tuesday, minister of state for personnel Jitendra Singh тАФ who ensured that the promotions were expedited after reviewing the concerned file тАФ said that the ad-hoc promotion orders will be issued soon by the respective cadre controlling authorities. Sources told TOI that regularisation of the ad-hoc promotions will also be taken up in the next 3-4 months.
тАЬGovernment has been granting mass promotions to employees in order to motivate them and overcome the problem of long stagnation. Another 2,000 promotions in ASO and other grades are in process and hopefully they will get promoted by this year-end,тАЭ said Singh.
The junior minister said that in the last nine years, the Narendra Modi government has periodically reviewed the stagnation issues in the various central ministries тАЬthat are a legacy of the past due to pending court cases, lack of vacancies in higher grades and other personnel issuesтАЭ.
Only last year, around 9,000 mass promotions were approved and prior to that the DoPT granted 4,000 promotions over three years.
Udit Arya, president of CSS Forum that has been pushing the government for promotion of ASOs, welcomed the DoPTтАЩs move to approve 1,592 ad-hoc promotions and thanked the PMO for taking cognisance of the urgency of the matter. тАЬNow there is no shortage of SOs and the ministries and departments will function at almost full strength, accelerating the efficient delivery of public service,тАЭ he stated.
The DoPT order issued on Monday states that the ad-hoc promotions to 1,592 officers are subject to the condition that the promoted officers are willing to work in the section independently, without supporting ASOs, if the situation demands.
