Bihar IPS officer, who accused DG of abusing him, served show-casue notice

The director general (DG) of Bihar home guards and fire services, Shobha Ohotkar on Friday issued a show-cause notice to her junior colleague and senior Indian Police Service (IPS) officer Vikash Vaibhav, who in a Twitter post on Wednesday accused “the DG madam” of abusing him.

On Wednesday, Vibhav, a 2003-batch IPS officer, tweeted, “I had assumed the responsibility as IG (homeguard & fire services) on October 18, 2022, and have been trying my level best to discharge my duties. However, every day since then, unnecessarily getting abuses from the DG Madam (recorded too). Really feeling hurt today.”

Later, he also applied for a two-month leave citing personal reasons.

The DG issued a show-cause notice to him for violating the provisions under the Official Secrets Act (OSA) and trying to malign the image of a senior officer by taking recourse to social media. She has charged him with recording office meetings with wrong mindset in violation of the OSA.

“Your tweet is getting viral on Twitter, Facebook, WhatsApp and other social media in which you have levelled baseless allegations against a senior officer and they are in violation of various sections under the All-India Service Rules, 1968,” Ohotkar said.

“Kindly clarify within 24 hours as to why disciplinary action should not be recommended against you to the government for your such action,” she added.

She also rejected his leave application on the grounds that he being in the purchase and inspection committees for equipment, the process would be disrupted in his absence at the end of the financial year.

“Upgrade and expansion of fire services is the dream project of the state government and it will get disrupted in the IG’s absence,” she said.

She has also forwarded a copy of the letter to additional chief secretary (Home) Chaitanya Prasad.
